Institutional innovation should be promoted to create sound conditions for scientific researchers, Premier Li Keqiang said in a group discussion with national political advisors from the China Association for Science and Technology and the science and technology sector on May 23.

The discussion was held at the ongoing third session of the 13th National Committee of the Chinese People's Political Consultative Conference (CPPCC).

One reason why China has made remarkable achievements lies in the initiative and creativity of hundreds of millions of Chinese people, especially scientists, the Premier stressed, saying scientific researchers’ creativeness, if fully unleashed, will translate into greater vitality for creation.

But today these researchers are still tangled in some of the old red tape, which should be cut through innovations in related systems to help address problems in project application, fund management, assessment of talent, and distribution of gains from scientific studies, among others, Premier Li said.

The move aims to earn more of them the respect and rewards they deserve for their accomplishments in science and technology, he added.

One upsetting issue is the lack of solid implementation of some measures unveiled for improving the situation, Premier Li said, requiring accelerated efforts to ensure related measures are truly put in place to bolster the work of scientific researchers, which will benefit the whole country and its people.
