Hangzhou released its 2025 action plan to accelerate the development of its AI innovation ecosystem on June 4, announcing 17 initiatives and 20 supportive policies covering computing power, industry, and application scenarios.

By the end of 2025, Hangzhou aims to reach 50 EFLOPS of intelligent computing power, build a 100-billion-yuan ($13.9 billion) AI industry fund, and support breakthroughs in foundational and industry-specific AI models.

Key targets include: Cultivating two world-class foundation models and over 25 industry models, growing core AI industry revenue beyond 390 billion yuan, supporting over 700 key AI enterprises, and launching high-impact AI applications in manufacturing, healthcare, and finance.

The city also introduced a 10-billion-yuan computing power voucher program over four years, offering combined subsidies of up to 60 percent to reduce enterprise costs. Additional funding will support core tech and model development, with grants of up to 50 million yuan per project.

The announcement also marked the establishment of Hangzhou's Embodied Intelligence Industry Alliance, AI Innovation Center, and AI Ecosystem Space, reinforcing the city's commitment to leading China's next wave of AI-driven growth.
