Hunan introduces policies to attract foreign investment and talent

Hunan province has introduced two policy packages designed to strengthen its appeal to international investors and professionals.The new measures focus on streamlining business processes and deepening cooperation with Germany to position the central Chinese region as a top destination for global innovation and investment.

The first package, which takes effect this month and has a 5-year duration, offers simplified visa procedures, expanded work permit services, and improved living conditions for expatriates. Key provisions include expedited business visa processing, and deeper integrated social security and work permit system. Foreign workers will also benefit from enhanced healthcare services and education support for their families.

Ye Wenlin, director of the Investment Promotion Division at Hunan's Department of Commerce, stated that the reforms are expected to attract more high-skilled professionals and entrepreneurs to the province.

The second package targets deeper economic and technological collaboration between Hunan and Germany. The plan includes funding for joint ventures, support for Hunan-based companies investing in Germany, and improved financial and logistics services for German firms operating in the province.

German investment in Hunan has already been significant, totaling $2.23 billion by the end of 2024. The province has seen a 25.6 percent year-on-year increase in foreign investment in early 2025, reaching $319 million in utilized capital.

Li Zhengchun, director of Investment Management at Hunan's Commerce Department, highlighted the strong industrial complementarity and cooperation potential between German-speaking countries and regions and Hunan, underscoring the importance of the policy measures in promoting two-way investment cooperation.

These policies signify Hunan's commitment to creating a conducive environment for international collaboration, innovation, and economic growth. By optimizing processes and offering targeted incentives, the province hopes to draw more foreign enterprises and high-level talent.
