Civilized law enforcement urged for congress security

BEIJING - Chinese State Councilor and Minister of Public Security Meng Jianzhu on Tuesday called for a thorough and civilian-friendly plan to ensure security for a major political event in November without affecting local people's daily life.

Speaking at a meeting where staff with the Beijing police bureau swore to ensure security for the 18th National Congress of the Communist Party of China (CPC), Meng said.

"Concrete security efforts to ensure a safe and stable social environment for the successful run of the 18th National Congress is currently the foremost political task for police departments across the country," he said.

Calling the campaign "a glorious duty" for Beijing's police units, Meng urged police in the capital to make detailed work arrangements and allocate personnel with specific responsibilities to eliminate potential security risks.

Meanwhile, the state councilor called on the city's police to project a good image by acting in a rational, gentle, civilized and standard manner during work, striving for a harmonious rapport with civilians.

"A reasonable security plan should be made to maintain a balance ?between ensuring security and protecting people's livelihoods," Meng said, adding that the security arrangements should not disrupt people's daily routines.

The 18th National Congress of the CPC will start on November 8.
