The charter of CPPCC stipulates that the Chinese People's Political Consultative Conference is a united front organization with wide ranging representation. It is an important organ of multi-party cooperation and political consultation under the leadership of the CPC.

The CPPCC is not a state organ and is outside the framework of government. It also differs from conventional social organizations. It takes the organizational form of the Chinese people's democratic united front.

According to the principles of "long-term coexistence, mutual supervision, sincere treatment of one another and the equal share of weal or woe" between the CPC, other political parties and the democrats with no party affiliations, the CPPCC is dedicated to strengthening and improving the system of multi-party cooperation and political consultation under the leadership of the CPC, giving full play to the important role of other political parties and democrats within the country's politics; conducting political consultations on major state policies and important issues concerning the well-being of the people and exercising democratic supervision through proposals and criticisms.

The CPPCC has played a very significant role in building socialist democratic politics, improving and strengthening the leadership of the CPC, improving and supporting government's work, and improving the democratic and scientific principles behind developing important policies.
