Before the Tusi site became a World Heritage, China's State Administration of Cultural Heritage gave Qin Guo'an 1,200 yuan ($193) each month as his salary. Sometimes, tourists will donate a few dollars to him. However, after the Tusi site was listed as a World Heritage, he could not receive money from the government any more.
