Recently, the CPC Central Committee issued a circular to start a new upsurge of study and implementation of the important thought of the "Three Represents". Practice has proved that once officers and men grasp the new theory of our Party, it will produce tremendous moral and material strength.

In the light of the requirements of the CPC Central Committee and the Central Military Commission, the PLA General Political Department recently issued a directive, urging the whole army to earnestly implement the spirit of the CPC Central Committee's circular, and start a new upsurge in studying and implementing the important thought of the "Three Represents" in the whole army.

The 16th National Congress of the Party decided that the important thought of the "Three Represents", along with Marxism-Leninism, Mao Zedong Thought and Deng Xiaoping Theory, shall be taken as the Party's guiding thinking for a long time to come. To build a well-off society in an all-round way and create a new situation in building socialism with Chinese characteristics, we must implement the important thought of the "Three Represents" .The important thought of the "Three Represents" is the scientific summary of the whole historical experience of the CPC, especially its experience gained since the adoption of opening-up and reform policies. It will help us to deepen our understanding of building socialism with Chinese Characteristics, and provide a scientific theoretical guidance and powerful spiritual pillar for developing a well-off society in an all-round way. Therefore it is of strategic importance to start a new upsurge of studying and implementing the important thought of the "Three Represents".

The army should be in the forefront in the new upsurge of studying and implementing the important thought of the "Three Represents" and the study and implementation of the important thought of the "Three Represents" should be closely combined with the reality of the army to promote a leapfrog development of the army's modernization drive and accomplish the two historic tasks of being capable of winning and never degenerate. To this purpose, we should study the important thought of the "Three Represents" thoroughly, firmly stick to the guiding position of the Thought in army building, and keep pace with the times.

To start a new upsurge of study and implementation of the important thought of the "Three Represents", the Party committees at all levels should strengthen their leadership over the study, and organize the officers and men to earnestly study the report delivered by Jiang Zemin at the 16th Party Congress, and his important works selectively as well as the Party's Constitution, and strive to grasp the essence of the important thought of the "Three Represents" and solve real-life problems in daily work.

Great practice creates great theory that in turn brings about the development of the great cause. We are convinced that as long as we rally closely around the CPC Central Committee with Comrade Hu Jintao as the General Secretary, stick to using the Deng Xiaoping Theory and the important thought of the "Three Represents" to arm the army, emancipate our minds, seek truth from the facts, keep pace with the times, and carry forward our causes into the future, we can surely boost military changes with Chinese Characteristics and satisfactorily fulfill the mission entrusted by the 16th Party Congress.
