Major goals for 2003 are as follows:

• GDP increase, over 10 percent;
  

• Increase of fixed asset investment by the whole society, 13 percent;
  

• Increase of total volume of retail sales for consumables, about 11 percent;
  

• Increase of total export value, over 10 percent;
  

• Increase in the revenue in general local budget, 12 percent;
  

• Net increase of new jobs created in urban areas, 500,000;
  

• Registered unemployment rate urban areas, about 4.5 percent;
  

• Natural population growth rate, below 0.537 percent.

Optimization and upgrading of industrial structure shall be accelerated. Greater efforts shall be devoted to the construction of advanced manufacturing bases and speedier development of tertiary sector including modern logistics, tourism and cultural undertakings shall be enhanced.

Construction of key projects shall be strengthened, reform for industrialization of infrastructure accelerated and injection of private capital into infrastructure also actively promoted.

Urbanization shall be substantially promoted for enhancing coordinated development of regional economy. Urban planning, construction and management shall be strengthened for the increase of urbanization and urban radiation effect.

Reform shall be further promoted. Further readjustment and adaptation of the work in various fields in post-accession of WTO shall continue and further steps shall be taken to transform government functions. Great efforts shall be made to develop export-oriented economy. The current rare opportunities shall be made the best use of so as to strive for major breakthroughs and great development in the utilization of foreign investment.

Social development including science, technology, education and culture shall be actively promoted. Institutional reform of the cultural sector should be actively conducted, and investment by the society into culture industry shall be encouraged for the development of cultural undertakings. The rich cultural heritage in Zhejiang shall be further explored for promoting the economy with culture and initiating coordinated development of the society.

Employment, re-employment and social security work shall be well conducted. Environmental protection and ecological construction shall be consolidated.
