Abstract：

During the "Eleventh Five-Year Plan" period, the economic and social development will witness many major changes both within and outside China and this has made it certain that the economic and social development will take coordination and harmony as the goal during the "Eleventh Five-Year Plan" period and even for a longer period of time. In order to realize coordinated development, it is necessary to study the general goal and various targets at different stages for building a well-off society in an all-round way, to maintain the sustainability of economic growth, to build an open, unified, competitive and orderly market environment, to promote coordinated regional development, to enforce the authority of the central government and the coordination ability of governments, to implement the strategy for urban and rural overall development, to truly realize humanity-based development and guarantee the fairness of reform and to help more people enjoy benefits from reform.
