The Shift of Growth Drivers from Old to New in Shandong Province: Progress, Challenges and Policy Options(No.200, 2017)

Abstract: In the trial shifting of growth drivers from old to new, Shandong province has made in-depth supply-side structural reform, clarified the development pattern, and proactively directed the intensive concentration of resources. By focusing on new technologies, new industries, new business forms and new models, the province has promoted industrial restructuring and upgrading, strengthened the construction of innovative and entrepreneurial carriers and enhanced the momentum of drivers shifting. Through deepening reform, it has fully stimulated the market vitality and social creativity and actively explored new ways and means for the shift of drivers from old to new. Shandong province is still facing some new challenges. For instance, the restructuring and upgrading of traditional drivers has a long way to go, the modern industrial system with core competitiveness has not yet been established, the reform of state-owned enterprises lack adequate momentum and the ability to promote coordinated regional development based on urban clusters needs to be enforced. It is suggested that Shandong province should improve government service capabilities, further release new momentum for development, strengthen the guiding role of central cities, promote the coordinated development of Shandong Peninsula, efficiently allocate resources, forge new advantages of opening up to the outside world and further accelerate the shift of drivers from old to new, so as to ensure a swift economic development in northern China.
