The Explorations of New-Type Community Governance in Shenzhen City: Typical Practices and Major Enlightenments (No.9, 2021)

Abstract: Over the last four decades since the launch of reform and opening-up, one of the most important trends in the transformation of social governance system in Shenzhen city is to explore new-type community governance by adapting to the landscape changes. The measures taken by the city have pushed ahead with the integration of vertical-horizontal governance with the participation of multiple entities in a coordinated manner. The typical practices and institutional innovations can be concluded as follows. 1. Through reforming and regulating vertical governance, the city has established governance organization mechanisms respectively at district, sub-district and community levels. 2. Through adjusting and regulating horizontal governance, the city has given full play to the role of CPC committee, working station and neighborhood committee at community level. 3. Through introducing coordinated governance system with multiple entities, the city has cultivated different governance entities including joint-stock company, service center between the Party and the residents, law center and volunteer center. As one of the cities that has witnessed the rapid development of modern economy and massive inflow of external population, Shenzhen city has, through making pilot practices and innovations, explored a new-type community governance model and its experience can provide significant enlightenments on China’s rural revitalization strategy, rural and urban integration and social governance. Rural governance needs to be advanced with tailored strategies in light of local conditions. Efforts need to take reform and social governance enhancement as the leverage, focus on maintaining social order and vitality and improve the effectiveness of social governance.
