"Guizhou has applied a unique land use model to cope with land shortages due to rapid economic developments," said Zhu Lijun, representative of the 18th National Congress of the Communist Party of China, director of Guizhou Provincial Department of Land & Resources, during an exclusive interview on Nov 7 in Beijing.

Zhu noted that Guizhou has faced problems with financing, land usage and obtaining official approvals on land use amidst fast economic developments."Facing such difficulties that included exploring mountains to get more land had proven to an effective method,"he continued, "It can reduce occupation of cultivated and forest lands to reduce requisition of land and avoid house demolitions." The new model has received support from the State Council and Guizhou Provincial Government. According to Zhu, land resources management is important during a critical period of Guizhou's economic development, as more than 85 percent of uncultivated land should be used for new construction in the future, but the land slope should remain at below 15 degrees to prevent geological disasters such as soil and water loss.

Guizhou has not taken advantage of its rich natural resources recently. Data shows that among the 95 bauxite enterprises, only one belongs to a large-scale enterprise. Among coal mining companies only 4 belong to large-scale enterprises among 1,765 companies

"Guizhou lacks large-scale and intensified enterprises in mineral exploitation and utilization. There is too many over-scattered small enterprises," said Zhu.

Zhu believes large-scale operations are necessary for mineral exploitation and utilization management. Guizhou would utilize a scientific management through ore card management, system planning, reasonable configurations, development and utilization of resources.
