Guiyang National High-tech Industrial Development Zone (Guiyang HIDZ) -- in Guiyang, capital southwest Guizhou province – was recently approved as the only provincial services outsourcing demonstration zone, according to local media reports on Dec 9.
Services outsourcing is an important part of the modern high-end services industry.
Guiyang HIDZ officials said it is an important field to grasp the new opportunities of service globalization, build a new open economic system and implement comprehensive and deepening reform.
It has the characteristics of high-level internationalization, high-level information technology and great competitiveness.
Officials said that at present, the development trend of the zone's services outsourcing is very positive. The types of industries and business structures that service outsourcing enterprises are high-end and high-tech and high value-added service outsourcing projects which account for half of the total outsourcing.
In terms of industry, the outsourcing service enterprises in the zone are relatively concentrated in the areas such as software and information technology services, education services, manufacturing, professional services, transportation, retail and wholesale industries.
In terms of project structures, ITO or information technology outsourcing accounts for 67 percent, KPO or knowledge process outsourcing accounts for 18 percent and BPO or business process outsourcing accounts for 15 percent of the total.
Last year, the services outsourcing revenue of the zone reached $40.08 million, a year-on-year increase of 142.88 percent and offshore outsourcing revenue reached $10.47 million, a year-on-year increase of 52.72 percent.
According to Guiyang HIDZ officials, the development of services outsourcing in the zone is conducive to improving the overall technical level and the internationalization of the service industry.
It is an important practice for the high-level opening up of Guiyang and the construction of a Guizhou inland open economy experimental zone.
Officials added that the approval of a provincial service outsourcing demonstration zone will play a positive role in giving full play to the role of the demonstration park and the advantages of high and new technologies -- and will further improve services outsourcing.
In near future, the Guiyang HIDZ plans to give full play to the advantages of its services outsourcing enterprises, officials said.
It will continue to promote key enterprises to capitalize on their competitive edges in hydropower station designs, engineering constructions, new energy designs and engineering procurement construction.
The zone will also focus on the development of engineering design services in Africa, South Asia, Southeast Asia, Eastern Europe, South America and other countries and regions.
At the same time, there are plans to move into outsourcing services such as precision testing, toxicological testing and other high value-added service outsourcing industries.
In addition, the zone plans to support its key big data companies to carry out services outsourcing in the fields of data storage, data cleaning, data processing, and data applications.
The companies will focus on developing big data outsourcing services in the countries involved in the Belt and Road Initiatives and further strengthening the zone's outsourcing services industry, officials added.
