1. Support for R&D input is given to encourage enterprises to invest more in experimenting and studying basic technologies and new products. Hi-tech and large enterprises can get 100,000 yuan if they put more than 5 million yuan annually, or more than 5 percent of their income on R&D, those that rank among the top 10 in percentage or amount of R&D investment can get 100,000 yuan.
2.In support and rewards for the input in enterprise intellectual property rights, those enterprises that apply for more than 50 patents annually, or who contribute to more than10 percent of the city’s total patent applications annually, or excel in the commercialization of the patents can get 20,000 yuan, with 50,000 yuan for any enterprise that pays over 500,000 yuan in taxes for profits from the commercial use of patents per year. There is an annual subsidy of 1,000 yuan for each patent obtained by an enterprise that is given by a domestic organization, and for an internationally approved patent, the subsidy is 10,000 yuan.
3. To support enterprises in production that cooperate with the government and research and education institutes, those with 1 million yuan worth of agreements in technology development, transfers, or services can qualify for a subsidy of up to 20 percent of the amount actually delivered annually, up to a maximum of 1 million yuan, with an award of up to 150,000 in a lump sum for enterprises that cooperate with colleges, universities and research institutes in establishing provincial or national engineering technology research centers.
4. To support enterprises involved in international technological project cooperation and to encourage them to do so with a view toward transformations and upgrades, they can qualify for up to 100,000 yuan for fruitful cooperation.
5. To support enterprises in the Oriental Silicon Valley Program and with municipal government approval for a technology project as a start-up enterprise, the municipal and district governments will provide support funds of 70 percent and 30 percent in installments the same year in accordance with municipal provisions.
6. To support enterprises that make good use of credit, those with municipal government approved technology projects can get 30 percent of their bank loan interest paid by the municipal government and 70 percent by the district government, under the 530 Program (for hi-tech enterprises with talented overseas entrepreneurs).
7. To support enterprises with higher technology projects, there are incentives for those that get support funds from provincial or higher offices for technology projects in key areas or provincial of national technology projects.
