Announcement of the Administrative Committee of Liangjiang New Area of Chongqing, China, on Accepting Public Welfare Donations from International Organizations and Foreign Friends to Prevent and Control Novel Coronavirus Infection

Since the outbreak of pneumonia caused by novel coronavirus (2019-nCoV), the Administrative Committee of Chongqing Liangjiang New Area, China (http://english.liangjiang.gov.cn/) has treated it as a matter of grave importance and taken active action to prevent and control the epidemic. With this comprehensive and in-depth advancement of various tasks, there is a great shortage of relevant protective resources.

To win the fight against the epidemic, we must do our best to prevent the spread of the novel coronavirus infection. Therefore we are in urgent need of loving donations from international organizations and friends!

Donation categories

Urgently needed supplies for epidemic prevention and control include: Protective respirators (such as N95 respirators); Surgical face masks; Disposable surgical masks; Protective goggles; Surgical caps; Personal protective equipment (disposable/reusable protective clothing, isolation gowns, surgical gowns and coveralls); Protective safety goggles; Protective face shield; Full-Face respirators; Disposable latex medical gloves; High-top shoe covers; Infrared thermometers; Alcohol-based hand sanitizer; Medical alcohol; Virus sampling tubes

Medical resources must meet or exceed the following standards:

1. Face masks/respirators:

1) Protective respirators (without exhalation valve):

Chinese Standard: GB19083-2010;

US Standard: N95/99 respirators approved by CDC&NIOSH;

EU Standards: FFP2/FFP3(preferred) respirators that comply with EN149;

Australian Standard: AS1716;

Japanese Standard: JS-T-8151

2) Surgical face masks:

Chinese Standard: YY0469-2011

US Standard: ASTM F2100-11 (Level 2/3)

2. Protective clothing

Chinese Standard: GB19082-2003

US Standard: ASTM F1671-97A

EU Standard: EN14126

The required protective clothing should undergo standard test methods that evaluate the resistance of fabrics to synthetic blood and virus penetration.

Requirements for donations

All donated materials must have at least one year left before their expiration date, and products of regular enterprises must meet relevant international certification and quality standards, and the outer packaging must be intact and free from stains.

Donors should fill out a donation letter of intent (Appendix 1), and then specify the donation to be sent to Administrative Committee of Chongqing Liangjiang New Area (No.66 of Jinyu Avenue, Liangjiang New Area, Chongqing, China)

Precautions

1. Following customs clearance documents need to be prepared:

1) Letter of Intent For Overseas Material Donation (Appendix 1)

2) Donation List (Appendix 2)

3) Invoice/packing list (Appendix 3)

4) Quality certification materials for donation

2. Send the customs clearance documents together with the donated materials.

4. If the donated materials are for hospitals, please be aware three documents are required:

1) Manufacturing license agreement

2) Registration certificate for medical device

3) Device detection/ test report

Please make sure the documents are complete, otherwise doctors cannot use those materials.
