CPC leadership holds meeting on Party conduct, anti-corruption work

BEIJING -- The Political Bureau of the Communist Party of China (CPC) Central Committee held a meeting on December 25 to hear the work report of the CPC Central Commission for Discipline Inspection (CCDI) and the National Commission of Supervision (NCS), and plan the Party's work to improve Party conduct, uphold integrity, and combat corruption in 2026. Xi Jinping, general secretary of the CPC Central Committee, presided over the meeting.

It was noted that in 2025, under the strong leadership of the CPC Central Committee with Xi at its core, the CCDI and the NCS as well as discipline inspection and supervision organs at all levels thoroughly studied and implemented Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, particularly Xi's important thought on Party building and the Party's self-reform. They continuously advanced the endeavors in improving Party conduct, upholding integrity, and combating corruption. They adhered to the "Two Upholds" in strengthening political supervision, and boosted with solid efforts the campaign to study the central Party leadership's eight-point decision on improving conduct. They maintained a tough stance against corruption, addressed both misconduct and corruption at once, resolutely rectified unhealthy tendencies and corruption on people's doorstep, and completed inspections in all provinces, autonomous regions, and municipalities directly under the central government. They promoted the improvement of the Party and state supervision system, launched the campaign of the "Year of Promoting Standardized, Law-based, and Professional Discipline Inspection and Supervision", and realized high-quality development and achieved new progress in discipline inspection and supervision work.

It was stressed at the meeting that in 2026, discipline inspection and supervision organs at all levels must adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, acquire a deep understanding of the decisive significance of establishing Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole and of establishing the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, resolutely uphold Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole and uphold the Central Committee's authority and its centralized, unified leadership, and advance full and rigorous Party self-governance with higher standards and more concrete measures, so as to provide a strong guarantee for economic and social development during the 15th Five-Year Plan period. To realize the objectives and tasks of the 15th Five-Year Plan period, it will be important to deepen and substantiate political oversight, and Party members and officials must have a correct understanding of what it means to perform well and act accordingly, so as to ensure that the major decisions and plans of the Party Central Committee are fully implemented. It is essential to consolidate, expand and further implement the results of the campaign to study the central Party leadership's eight-point decision on improving conduct, make consistent and sustained efforts in this regard, intensify efforts to address misconduct and corruption that occur on people's doorstep, and win the people's trust with more results that are tangible and accessible to them. It is imperative to confine power to an institutional cage, intensify oversight and enforcement of the discipline and accountability, and make the institution work with concrete measures. It is essential to unswervingly advance the battle against corruption with no letup and backpedalling, address both the symptoms and root causes of corruption, and take simultaneous, coordinated and comprehensive steps to ensure that officials do not have the audacity, opportunity or desire to become corrupt, so as to keep strengthening the overall capacity of fighting against corruption. Continuous efforts should be made to strengthen the standardized, law-based, and professional development of disciplinary inspection and supervision, with a focus on forging a strong and disciplined contingent of disciplinary inspection and supervision personnel.

Prior to the meeting, Xi presided over a meeting of the Standing Committee of the Political Bureau of the CPC Central Committee, where reports were heard on the work of the CPC Central Commission for Discipline Inspection and the National Commission of Supervision for 2025, as well as preparations for the Fifth Plenary Session of the 20th CPC Central Commission for Discipline Inspection.

The session is scheduled for Jan 12-14, 2026.
