中共中央關(guān)于加強(qiáng)黨的執(zhí)政能力建設(shè)的決定：中國(guó)共產(chǎn)黨第十六屆中央委員會(huì)第四次全體會(huì)議，全面分析了當(dāng)前的形勢(shì)和任務(wù)，著重研究了加強(qiáng)黨的執(zhí)政能力建設(shè)的若干重大問(wèn)題，作出如下決定。“我們黨要帶領(lǐng)全國(guó)各族人民全面建設(shè)小康社會(huì)，實(shí)現(xiàn)繼續(xù)推進(jìn)現(xiàn)代化建設(shè)、完成祖國(guó)統(tǒng)一、維護(hù)世界和平與促進(jìn)共同發(fā)展這三大歷史任務(wù)，必須大力加強(qiáng)執(zhí)政能力建設(shè)。”

黨的執(zhí)政能力指的是什么？

第十六屆中央委員會(huì)第四次全體會(huì)議的決定指出：“黨的執(zhí)政能力，就是黨提出和運(yùn)用正確的理論、路線、方針、政策和策略，領(lǐng)導(dǎo)制定和實(shí)施憲法和法律，采取科學(xué)的領(lǐng)導(dǎo)制度和領(lǐng)導(dǎo)方式，動(dòng)員和組織人民依法管理國(guó)家和社會(huì)事務(wù)、經(jīng)濟(jì)和文化事業(yè)，有效治黨治國(guó)治軍，建設(shè)社會(huì)主義現(xiàn)代化國(guó)家的本領(lǐng)。”很顯然，這里指的是領(lǐng)導(dǎo)、動(dòng)員和組織的能力。這是由我們黨的性質(zhì)所決定的：

但實(shí)際上 Governance Capability 是指行政方面的能力，例如加拿大的一個(gè)組織對(duì) governance capabilities 的解釋：

而在加強(qiáng)黨的執(zhí)政能力建設(shè)過(guò)程中，提高政府行政能力是一個(gè)重要方面，但只是其中一部分。

行政能力建設(shè)，首要的是提高推進(jìn)發(fā)展的能力，筑牢黨的執(zhí)政根基。其次是要努力提高依法行政能力。第三，要提高保持穩(wěn)定的能力，努力構(gòu)建社會(huì)主義和諧社會(huì)。加強(qiáng)政府自身建設(shè)，確保政府履行各項(xiàng)職責(zé)，是加強(qiáng)黨的執(zhí)政能力的重要基礎(chǔ)。要鼓勵(lì)廣大公務(wù)員特別是領(lǐng)導(dǎo)干部更新知識(shí)結(jié)構(gòu)，注重學(xué)習(xí)市場(chǎng)經(jīng) 濟(jì)、科技、法律和管理等方面的知識(shí)，解決"本領(lǐng)恐慌"問(wèn)題，以適應(yīng)經(jīng)濟(jì)全球化和知識(shí)經(jīng)濟(jì)的要求，并樹立"管理就是服務(wù)"的理念。要加大政務(wù)公開(kāi)力度，公開(kāi) 辦事程序、時(shí)限和質(zhì)量要求，接受社會(huì)監(jiān)督，健全和完善反腐倡廉的監(jiān)督制約機(jī)制……

那么應(yīng)該怎樣翻譯“加強(qiáng)黨的執(zhí)政能力建設(shè)”比較恰當(dāng)呢？
