Economic and social development goals for the 13th Five-year Plan
Overall Goal:
Jiading is expected to grow into a new modern city featuring well-developed facilities, urban-rural integration, beautiful landscapes, and a civilized and orderly social environment. The district will highlight innovation and entrepreneurship, and strive to become an even better place to live and do business by the end of 13th Five-Year Plan (2016-20) period.
Jiading is pushing for leapfrog development in its contribution to Shanghai's goal of becoming a global scientific and technological innovation center, and wants to develop into a moderately prosperous society in all aspects, and become a role model for Shanghai's suburban areas.
Major Goals:
The idea of "Four Types of Jiading" illustrates the ways to develop the district into a new modern city during the 13th Five-Year Plan. The district wants to achieve the following goals by 2020:
Technological Jiading
Jiading will focus on improving its regional creativity, optimizing its scientific and technological layout, creating a better environment for innovation and entrepreneurship, and becoming an innovation hub where top minds gather together and highlight self-dependent innovation.
Its whole R&D expenditure will be equal to the value added, higher than that of the Shanghai's average. Its strategic emerging industries will reach the size of 100 billion yuan ($15 billion). The number of its high-tech companies will reach 800.
Automobile Jiading
Jiading will strengthen its auto industry, improve its manufacturing, promote its modern service sector, highlight its innovative economy, and become an industrial hub with coordinated industrial structure and distinct features.
The annual growth of its local value added will keep pace with Shanghai's. The value added of its service sector will account for 43 percent of the district's total. Its fixed asset investment will reach more than 150 billion yuan.
Educational Jiading
Jiading will boost its education development, display the charm of its culture, enhance its social civilization, and become a hub with excellent public services and rich culture.
Its permanent population will be controlled within 1.6 million. The per capita disposable income of its residents is expected to become double the amount of the year 2010. The schooling years of the new labor force will reach 14.5.
Healthy Jiading
Jiading will work on improving the health of its residents, improving its medical services, promoting a healthy lifestyle, and strengthening its social governance, moral and legal construction. It will enhance environmental protection and create a green environment, and become a place featuring a comfortable living environment and a harmonious relationship among residents, society and nature.
The number of medical practitioners in the district is expected to reach 2.4 per thousand people. Its annual average concentration of PM2.5 – fine particulate matter less than 2.5 microns in diameter that is hazardous to human health – will be controlled within targets. Its forest coverage rate will reach 15 percent.
